The Rose Creek Village project is moving forward, despite objections from Pacific Beach community members and City Councilmember Joe LaCava. The project will create a five-story, 60-foot-tall building with 59 affordable housing units, including 18 for homeless veterans. According to San Diego Union-Tribune, the development will be San Diego’s first 100 percent affordable Low-Income Housing Tax Credit project in a beach community.
Councilmember LaCava initially sought to kill the project because he felt the developers were dishonest with the community about the planned height. He also argued against using taxpayer funds to override a voter-enacted law that keeps building heights at 30 feet or less in coastal neighborhoods. However, the project ultimately received approval after the city council voted 6-2 to loan $4 million to the developers.
The project’s developers, San Diego Community Housing Corporation and National Community Renaissance of California (National CORE), plan to start construction in February and open the project by the end of 2026. They argue that the project is critical to addressing the lack of affordable housing in Pacific Beach. They claim that they explored all possible funding opportunities and that the project would not be feasible without the loans.
Council President Sean Elo-Rivera supported the project, citing the need for affordable housing and the project’s commitment to serving veterans and those at risk of homelessness. He acknowledged the concerns of those who oppose the project but felt that the benefits outweighed the drawbacks.
While the Rose Creek Village project is facing criticism, it is likely just the first of many projects that will rely on the State Density Bonus Law to overcome local height restrictions. The law was updated last year to clarify that it supersedes local voter initiatives, paving the way for more high-density affordable housing projects in coastal areas.
